MISSION STATEMENT

To promote animal health and welfare through the provision of disease surveillance, prevention, and control services for the benefit of the animal industry.

MANDATE

Prevent the entry, establishment, spread and resurgence of animal diseases and pests of economic and zoonotic importance.  The main objectives of the Directorate of Veterinary Services are:
  • To enhance production efficiency in the animal industry towards food and nutrition security
  • To promote animal welfare for sustainable biodiversity conservation.
  • To protect human health from animal-based food-borne illnesses to ensure public health safety in general.
  • To facilitate trade in animals and animal-derived products through inspection, testing and certification for their quality and safety for human consumption.
Veterinary services are therefore important in the enhancement of agricultural production, productivity, livelihood protection and economic growth.

FUNCTIONS OF THE DEPARTMENT OF VETERINARY SERVICES

The main function of public veterinary services (the Veterinary Authority) include

  • Continuously monitoring animal populations for pests and diseases of economic and zoonotic importance, animal welfare, and conservation of biodiversity.
  • Planning and executing animal disease prevention and control programs
  • Promoting the application of preventive biosecurity, good animal health, welfare and hygiene practices
  • Ensuring responsible use and access to veterinary medicines and remedies by farmers
  • Introducing and transferring new technologies to improve livestock production and productivity, public health and animal welfare.
  • Enhancing farmer participation in animal health disease surveillance
  • Carrying out advisory services and training of animal owners, keepers, and other stakeholders
  • Carrying out international disease surveillance and import control through border inspections for import/export control.
  • Providing sanitary safety assurance inspections, testing and certification.
  • Carrying out laboratory confirmatory diagnosis of disease pathogens and pests.
  • Pathogen reduction schemes
  • Production of animal vaccine
    • Residue testing for veterinary drugs and chemicals
    • Animal disease research and development of new technologies and knowledge
  • Assuring consumer safety and product quality in animal-derived products through certifications for human consumption
  • Promoting compliance at slaughter by animal source food business operators with sanitary safety regulations and standards
  • Continuous scouting to monitor tsetse vector presence along the front of the tsetse fly belt and apply effective tsetse fly control measures.
  • Conducting operational research to develop new technologies and improve existing ones, for eradication of tsetse flies.
  • Transfer of technologies for use by stakeholders, including farmers for localized control of tsetse flies.
  • Control of animal diseases of economic and zoonotic importance as well as animal welfare protection.
