Functions

The functions of the Ministry of Lands, Agriculture, Fisheries, Water and Rural Development are to:

  • Develop, review, and implement viable agricultural and water
  • Develop strategies to boost production and productivity of food and non-food agricultural products for self-sufficiency, food security, economic growth as well as for export growth and development.
  • Design strategies and guidelines for the implementation of enterprise or industry specific policy objectives in the agricultural
  • Provide agricultural engineering, mechanisation and irrigation services to the agricultural sector.
  • Identify and develop effective markets and marketing systems for agricultural
  • Coordinate and mainstream implementation of regional and international treaties, protocols, agreements and standards into our national
  • Provide leadership in the advocacy and awareness of agriculture and water
  • Facilitate and coordinate capacity development in agriculture and water
  • Participate in the development and implementation of SADC and other regional and international organisations’ water resource, pests and diseases management
  • Manage and administer land and water
  • Conduct national mapping and cadastral
  • Provide leadership and oversight on the operations of parastatals in the
  • Provide leadership in the advocacy and awareness of gender mainstreaming, inclusivity and wellness issues.

Strategy

  1. 1. Assuring the nation of perennial food security, away from episodic and weather-depended food security;
  2. 2.Reducing and eventually eliminating imports, through localisation of value chains;
  3. 3. Diversifying and increasing exports;
  4. 4. Enhancing value addition and beneficiation;
  5. 5.Increasing employment creation and;
  6. 6.Uplifting rural livelihoods, leaving no one and no place behind.

Approach

Food System Transfornation Approach

The food systems approach will target the entire range of actors and their interlinked value adding activities involved from production, aggregation, processing, distribution, consumption, and disposal of waste products that originate from agriculture, livestock, and fisheries.

  •   3. Boosting nature positive production at sufficient scale.

  •   4. Advancing equitable livelihoods and value distribution.
