
Objectives of DOI
The intention of
the department is to ensure that the country’s potential irrigation land is
developed into functional water efficient and labor-saving irrigation systems through;
a.
Resuscitation and modernisation of
all non-functional irrigation schemes in the country and
b. Development
of irrigation using existing
dams’ potential.
Functions of the Department of Irrigation/Corporate Strategy of
the Department of Irrigation
To fulfill its mandate the department is operationalized through its structures as
follows;
1.
Planning, Monitoring and Evaluation-
responsible for overall planning of all irrigation schemes and
development of standards
2.
Construction Unit- responsible for
construction and supervision of construction works
3.
Operation and maintenance- responsible for ensuring that completed
projects remain sustainably functional including enforcing irrigable areas
regulations.
4.
Zimbabwe Irrigation Technology Centre (ZITC)- Responsible for irrigation research,
training, technology development, equipment testing and demonstration.
5.
Provinces- All provinces participate in the above activities.
Planning, Monitoring and Evaluation
This Branch is housed at the Head Office
(Kaguvi Building).
Its functions are:
1. Feasibility Studies
2. Production of detailed designs, bills of
quantities and tender documents
3. Financial, economic and social appraisal of
proposed irrigation projects
4. Monitoring and evaluation of the socio-economic
performance of irrigation projects
5. Adjudication of tenders
Construction
1. Development, adaptation and enforcement of
irrigation construction standards
2. Construction of large irrigation projects
3. Contract management and site supervision of
contractors
4. Commissioning of irrigation projects
Operations
and Maintenance
1. Maintenance and management of Irrigation
Schemes
2. Drafting of guidelines on operations,
maintenance and management of Irrigation schemes
3. Consolidation of Public Sector Investment
Programme bids for operations and maintenance and rehabilitation of Irrigation
projects
4. Planning and coordination of Irrigation
activities at Provincial level
5. Quality control at construction sites
